Rooftop Solar

The new Inflation Reduction Act will also offer incentives for homeowners who make their properties more energy efficient by including rooftop solar panels, one of the most popular government roofing rebates available. The law will allow for up to 30 percent of the cost of new solar products to be subtracted from your federal taxes if you install it through the year 2032. The Residential Clean Energy Credit covers everything from the cost of the panels themselves to permitting and labor. 

The same bill will incentivize the addition of efficient heat pumps, electric HVAC, and electric water heaters.

Energy Star Rebates 

The program, which is run by the U.S. Environmental Protection Agency and U.S. Department of Energy to promote energy efficiency, offers rebates and special offers based on a homeowner’s location. Many of those rebates are available for roofing products that reflect the sun’s rays, reducing the roof’s surface temperature and thereby lowering the amount of heat your home absorbs.

The Residential Energy Efficient Property Credit

As noted by the Internal Revenue Service (IRS), there are a number of incentives offered by the federal government in exchange for making your home energy efficient. 

While traditional roofing materials don’t usually qualify, solar roofing tiles and shingles do. Though the percentage credited recently dropped, in many instances, installations that occur before January of 2021 are eligible. Homeowners should consult with their contractor for more insight on projects that are eligible for tax credits.

U.S. Department of Agriculture Programs and Grants

Though details on grants and programs available in 2020 are scarce as of publication time, in the past, the USDA has offered funding to help low-income families secure housing as well as for home repairs and preservation. How Do I Know if I Qualify for the U.S. Department of Agriculture’s Programs and Grants?: Homeowners can contact their local representative or RD State office for more information. 

Weatherization Assistance Program

This program is offered by the U.S. Department of Energy to assist low-income families to increase their home’s energy-efficiency and, in turn, reduce energy costs. Though the program notes it does not cover a new roof or new siding, it may cover roofing elements that contribute to energy efficiency as well as minor leaks prior to insulation-related work.

The program currently supports 8,500 jobs and assists with 35,000 homes each year. The average home saves $372 on annual energy costs. With additional funding from the federal government with the 2024 bipartisan infrastructure deal, this program is expected to expand with $3.5 billion in additional funding. That money should help the government to retrofit 450,000 homes with everything from new lighting and insulation to roofing improvements.

Housing Improvement Program 

An incentive offered by the U.S. Department of the Interior Indian Affairs, this program offers home repair grants to eligible low-income American Indian and Alaska Native families. 

How Do I Know if I Qualify for the Housing Improvement Program?: Interested homeowners can apply by filling out BIA Form 6407 with their closest housing office. 

Alternatives to a Government Rebate for Roofing

Because of its limited availability and competitive nature, not everyone is able to secure government funding. But that doesn’t mean you’re out of options. Alternatives like a small home improvement loan or opting for a 0% APR credit card can help fund that important project where home repair grants and roof rebates come up short. Here are some options. 

Home Improvement Loan 

A home improvement loan can help homeowners secure the funds necessary to complete a project without accumulating credit card debt. That said, there are still things to consider, including if your financial stability will allow you to secure one and the amount of time it will take for funds to become available. 

A 0% APR Credit Card

As previously noted by Modernize, this option is beneficial for making big purchases — such as new roofing — without additional interest. Just remember to pay off your balance before the introductory rate expires. Multiple banks offer different variations of a 0% APR credit card. Modernize recommends comparing the introductory rate’s length and the interest rate that will follow. 

Local Government Loans

Depending on where you live, different counties offer subsidized loans geared toward building maintenance. Austin, Texas, for instance, offers a Green Roof Density Bonus — incentivizing energy-efficient roofing. You can see if your county is offering something similar by visiting your local government’s website or calling your county’s office.
